Occasional
Lectures and Short-term Consultations for J-1 Scholars
This information applies only
to J-1 Exchange Visitors who are:
(1) in the Professor, Research Scholar, or Short-term Scholar Categories,
and
(2) currently on an DS-2019 issued by the University of Minnesota-ISSS
(P-1-0045).
University of Minnesota foreign faculty,
staff, and scholars who are in the professor, research
scholar, or short-term scholar categories may
engage in occasional lectures and short-term consultations
and be paid for them. The activity must support and not interfere
with the exchange visitors original program activity.
The specific requirements are as follows:
- The activity must be directly related
to the objectives of the exchange visitors program at the
University of Minnesota.
- The activity must be merely incidental
to the scholars primary program activities.
- The activity may not be on-going.
- The activity must not delay the completion
date of the exchange visitors program.
- The exchange visitor must act as an
independent contractor (not an employee) in the activity. [8 CFR

The activity must be approved in advance and in writing by the Responsible Officer
(RO) of the J-1 program sponsor. Authorization is required for payment.
Procedures for obtaining sponsor authorization:
1.The exchange visitor obtains a letter
from the person or company offering the employment which states
the terms and conditions of the offer, including:
- duration,
- number of hours,
- field or subject,
- amount of compensation, and
- description of activity.
2. The exchange visitor obtains a letter
from the University of Minnesota faculty supervisor or department
head recommending the activity and explaining how it would enhance
the scholars program.
3. The exchange visitor submits these
two letters and the J-1 Scholar Service Request Form
to a J-1 adviser at ISSS during J-1 walkins or an appointment.
4. If the Responsible Officer (RO) determines
that the activity is warranted and satisfies the requirements, she
or he will write a letter authorizing the activity. The letter must
also state that the activity meets the requirements.
